On March 16, 2026, two working meetings were held at the Municipality of Pukë as part of the ongoing efforts for the organization of WBRG. As part of the ongoing efforts for the organization of WBRG, on March 16, 2026, two working meetings were held at the Municipality of Pukë.

The first meeting was conducted with the Mayor of Pukë, Mr. Rrok Dodaj, and was attended by:

• Alfred Haxhari – Partner for Northern Albania
• Flora Narkaj – Zonal Coordinator (covering the municipalities of Shkodër, Malësi e Madhe, Vau i Dejës, Pukë, and Fushë-Arrëz)
• Dr. Mark Preçi – Municipality Coordinator for Shkodër and Head of the Veterinary Service

During this meeting, the concept for the implementation of WBRG was presented, along with the need to establish a partnership with the Municipality of Pukë. The second meeting was held with local livestock farmers and collaborators from the municipalities of Pukë and Fushë-Arrëz.

This meeting addressed the problems and challenges faced by livestock farmers, as well as the need to address these issues in an organized manner. The meeting was attended by:

• Dr. Astrit Osmanaj – Coordinator of the Municipality of Pukë
• Mr. Pjetër Qafa – Chairman of the Pukë Livestock Farmers Association
• Mr. Gëzim Laci – Representative of the “Agropuka” Association

At the beginning of the meeting, Mr. Alfred Haxhari, in his capacity as the organizer, thanked the participants for their engagement and presented the purpose and objectives of the meeting. This was followed by a round of introductions of all participants. During the discussions, participants highlighted the necessity of organization and group cooperation in order to increase work efficiency and strengthen collaboration. Ms. Flora Narkaj emphasized the importance of organizing farmers into associations and presented the activities carried out by the association “Pastoral Values – National Heritage” in proposing improvements to the living conditions of livestock farmers through supportive policies.

Mr. Pjetër Qafa presented the Pukë–Fushë-Arrëz Livestock Farmers Association as the representative voice of livestock farmers’ interests in the area. Dr. Gëzim Laci discussed the historical development of livestock farming in the Pukë region and the experience with transhumance up until the 1990s, also highlighting the significant decline in livestock numbers in recent years. Mr. Alfred Haxhari presented the WBRG implementation program for each county, as well as the responsibilities of each group member, providing a detailed organization of tasks for each administrative unit, village, or group of farmers. He also emphasized the need to involve the pastoral community, civil society, schools, veterinary services, and local government. Dr. Mark Preçi stressed the importance of involving the veterinary service in identifying all livestock farmers and contributing to this process. The Coordinator of the Municipality of Fushë-Arrëz and representatives of the QSNN Association in Fushë-Arrëz did not attend the meeting for unknown reasons. The meeting was very well organized and conducted in a spirit of mutual understanding and cooperation.

Dy Takime Pune të Mbahen në Pukë për të Avancuar Organizimin e BRG-së

Më 16 Mars 2026, në Bashkinë e Pukës u zhvilluan dy takime pune si pjesë e përpjekjeve të vazhdueshme për organizimin e BRG-së. Si pjesë e përpjekjeve të vazhdueshme për organizimin e BRG-së, më 16 Mars 2026, u zhvilluan dy takime pune në Bashkinë e Pukës. Takimi i parë u zhvillua me Kryetarin e Bashkisë së Pukës, Z. Rrok Dodaj, dhe në të morën pjesë:

• Alfred Haxhari – Partner për Shqipërinë Veriore
• Flora Narkaj – Koordinatore Zonale (që mbulon bashkitë Shkodër, Malësi e Madhe, Vau i Dejës, Pukë dhe Fushë-Arrëz)
• Dr. Mark Preçi – Koordinator i Bashkisë për Shkodrën dhe Drejtor i Shërbimit Veterinar

Gjatë këtij takimi, u prezantua koncepti për zbatimin e BRG-së, së bashku me nevojën për të krijuar një partneritet me Bashkinë e Pukës. Takimi i dytë u zhvillua me fermerë blegtoralë vendas dhe bashkëpunëtorë nga bashkitë Pukë dhe Fushë-Arrëz. Ky takim trajtoi problemet dhe sfidat me të cilat përballen fermerët e blegtorisë, si dhe nevojën për t’i adresuar këto çështje në mënyrë të organizuar. Në takim morën pjesë:

• Dr. Astrit Osmanaj – Koordinator i Bashkisë Pukë
• Z. Pjetër Qafa – Kryetar i Shoqatës së Fermerëve të Blegtorisë Pukë
• Z. Gëzim Laci – Përfaqësues i Shoqatës “Agropuka”

Në fillim të takimit, Z. Alfred Haxhari, në cilësinë e organizatorit, falënderoi pjesëmarrësit për angazhimin e tyre dhe prezantoi qëllimin dhe objektivat e takimit. Kjo u pasua nga një raund prezantimesh të të gjithë pjesëmarrësve. Gjatë diskutimeve, pjesëmarrësit theksuan domosdoshmërinë e organizimit dhe bashkëpunimit në grup me qëllim rritjen e efikasitetit të punës dhe forcimin e bashkëpunimit. Znj. Flora Narkaj theksoi rëndësinë e organizimit të fermerëve në shoqata dhe prezantoi aktivitetet e kryera nga shoqata “Vlerat Pastorale – Trashëgimi Kombëtare” në propozimin e përmirësimeve të kushteve të jetesës së fermerëve të blegtorisë përmes politikave mbështetëse.

Z. Pjetër Qafa prezantoi Shoqatën e Fermerëve të Blegtorisë Pukë–Fushë-Arrëz si zërin përfaqësues të interesave të fermerëve të bagëtive në zonë. Dr. Gëzim Laci diskutoi zhvillimin historik të blegtorisë në rajonin e Pukës dhe përvojën me transportin e bagëtive deri në vitet 1990, duke theksuar gjithashtu rënien e ndjeshme të numrit të bagëtive në vitet e fundit. Z. Alfred Haxhari prezantoi programin e zbatimit të WBRG për secilin qark, si dhe përgjegjësitë e secilit anëtar të grupit, duke ofruar një organizim të detajuar të detyrave për secilën njësi administrative, fshat ose grup fermerësh. Ai gjithashtu theksoi nevojën për të përfshirë komunitetin baritor, shoqërinë civile, shkollat, shërbimet veterinare dhe qeverisjen vendore. Dr. Mark Preçi theksoi rëndësinë e përfshirjes së shërbimit veterinar në identifikimin e të gjithë fermerëve të bagëtive dhe kontributin në këtë proces. Koordinatori i Bashkisë Fushë-Arrëz dhe përfaqësuesit e Shoqatës QSNN në Fushë-Arrëz nuk morën pjesë në takim për arsye të panjohura. Takimi ishte shumë i organizuar dhe i zhvilluar në një frymë mirëkuptimi dhe bashkëpunimi të ndërsjellë.
